Question: As it pertains to 5.4.1.1b (IPC A 610) Maximum Insulation Clearance, does this requirement also apply to solid wire that is not purchased with insulation on? In other words when the insulation is installed on the wire and then it is soldered to a terminal.

Answer: The Maximum Insulation Clearance dimension as defined in 5.4.1.1b of IPC-A-610, is the same whether or not it is regular wire insulation or magnet wire insulation. The wire being asked about sounds like magnet wire and again the magnet wire should be stripped so the insulation coating is not imbedded in the solder joint and is not far enough from the solder joint to be violating the maximum distance from the joint itself.
